拝啓、皆様はじめまして。私は、酒井利泰（サカイトシヤス）と申します。 横浜市緑区鴨居に32年間住んでおり、昨年７月に65歳になり41年間務めたフジクリーン工業株式会社を定年退職しました。その会社では、国内及び海外の下水道未整備エリアにおいて、下水道と同じ排水処理能力を発揮する「FRP製分散型排水処理槽（浄化槽・他）」の普及活動をさせていただき、河川、湖沼、湾岸エリアの水環境改善に従事致しました。またその過程で最後の15年間は、日本政府関係機関の海外協力プロジェクトにも多数参加し、世界各国の人々と接する機会をいただき貴重な経験をさせていただきました。

Dear Ladies and gentlemen. Nice to meet you. I have been living in Kamoi, Midori-ku, Yokohama for 32 years, and retired from FujiClean Co., Ltd., where I worked for 41 years, because I turned 65 last July. At the company, we have been promoting the "FRP distributed sewage treatment system (Jokaso)" that has the same sewage treatment capacity as a sewer system in areas without a sewer system both domestically and internationally, and have been involved in improving the water environment in rivers, lakes, and bay areas. In addition, during these 15 years, I have participated in many overseas cooperation projects implemented by Japanese government-related organizations, and have had the opportunity to interact with people from all over the world, which has been a valuable experience.

　そして現在、鴨居に戻り町内会の役員もしながら第二の人生を送り始めておりますが、その中で多くの外国籍の皆様が身近な所に住んでおられることを知りました。現在日本は、少子高齢社会を迎えて多くの業種で外国籍の皆様に助けられていますが、この傾向は今後も益々拡大して行くと思います。しかしその外国籍の皆様が、快適に日本での生活を送っていらっしゃるかというと多くのわかりにくい在留資格等があり、不自由されているようです。

　I've now returned to Kamoi and started a new life as an officer in the neighborhood association, but I can feel that there are many foreigners living in my neighborhood. Currently, Japan is facing a declining birthrate and an aging population, and foreigners are doing well in many industries, and I think this trend will continue to grow in the future. However, when it comes to whether these foreigners are living comfortably in Japan, they seem to be struggling with things like their residence status, which are often difficult to understand.
